Honestly, it took me about 500 hours to truly figure out how to wage a (mostly) logistically proper war against a large enemy. Blockading them 100% would be an excellent counter to their merc spam. I would try as hard as I could to destroy their fleet permanently. Not to mention I almost never see them competitive with Spain, Portugal, or France in the mid-late game. Somehow, England manages to not only have a full 30k original army, but at least another 30k of another army (merc/base), with no sign that manpower is suffering. Over the next couple of years, I keep laying siege to forts and mobilize c45k more mercs to fill in manpower, which is tanking by this point. I also win every battle to start the war - probably 7-10 battles, each of which knocks off at least 1/3-1/2 of English manpower in their army. I conquer all of southwestern England, including London. England has army of 30k, plus an Irish army of inferior quality of c20k. I invade England with 2 armies of 40k each, plus a Dutch army of ~25k.
